This document is included with your S-pedelec and is uniquely associated with this specific vehicle. The CoC confirms that the vehicle conforms
to the approved type. The CoC is needed to insure your vehicle. Furthermore, when using an S-pedelec in Germany the CoC document must
be carried in accordance with Section 4, para. 5 of the "Regulation on the licensing of vehicles for use on public roads" ("Verordnung über die
Zulassung von Fahrzeugen zum Straßenverkehr").
Important:
Keep the CoC in a safe place. You will need it to insure your vehicle. Should you decide to sell the vehicle in the future, the buyer will request the CoC.
Replacing a lost CoC is a complicated and expensive process.
Non-EU countries
In countries outside the European Union, the supplied EC Declaration of Conformity may not be sufficient. For example, in Switzerland you will
require a Swiss type approval and an additional registration document.
Classification of the S-pedelec as a motorised pedal cycle (moped)
At present, the (not undisputed) legal view is that S-pedelecs should be classified as motorised bicycles (mopeds). This classification is based on
the view that the maximum design speed (MDS), which is used for the classification, is the speed that can be reached by using the motor drive
alone. For an S-pedelec this is <20 km/h, even though they can reach up to 45 km/h with pedal assistance. The German Federal Motor Transport
Authority currently takes this view and approves vehicles of this type with an MDS of <20 km/h.
All S-pedelecs made by Winora-Staiger GmbH are approved with an MDS of <20 km/h. This is indicated in the CoC.
