I have an optimate pro4-s, it charges with proper voltage on : 4531

I have an optimate pro4-s, it charges with proper voltage on std setting(13.8 volts). On AGM it registers 16.5-17.2 when first connected. Is this normal or a defect of the charger. I am afraid to leave it on AGM for any length of time. Also the fan runs when on AGM.
