Can anyone explain why I have to turn on mobile data on my Samsung S3 ,phone in order to make a call via the Bluetooth unit

The unit pairs with phone but when I try to make a hands free call it tells me that it cannot locate a mobile network. Yet it tells me when there is an incoming call but fails to connect. Any assistance appreciated
