I used to be able to swipe up on shelf at the bottom and all : 8554

I used to be able to swipe up on shelf at the bottom and all my apps icons would come up full page. The shelf bar is always there but a pale greyish background color and nothing happens when I swipe up. I have to click the launcher icon now in bottom left corner.
